At first, he doesn't do anything. He just sits there, eating his breakfast, silently. And then, Steve helps him build a plate, and he drinks some of his orange juice, and he asks straight out: "So do you wanna help me understand everything you're so mad about?" he asks.

Because yes, he refuses to believe it's about this one incident. And he doesn't know why Bucky won't just talk to him, because he knows that he keeps that door open. He doesn't always ask, but he just thought they were closer than this, to be able to talk to each other openly.

It breaks his heart a little, that this is happening. He takes a deep breath, because he's got a lot of words in his heart but they're all mixed up and he thinks he should just listen for a bit while Bucky lays it all out first.
